Fiscal responsibility is the key to serving nearly 4 million residents spread over 1,700 square miles. County services include road and bridge construction, health care, housing, social services, law enforcement, courts, juvenile and adult justice programs, homeland security, economic development, a library system, parks, and flood control. And when needed, the Harris County Office of Homeland Security and Emergency Management is ready to meet whatever circumstances arise.
